First link should go to https://www.google.com/chrome/browser/privacy/whitepaper.html#malware, and second link should go to https://www.google.com/chrome/browser/privacy/#safe-browsing-policies.

Add "Learn more" link to the end of the details sentence. https://support.google.com/chrome/answer/99020 for Safe Browsing and https://support.google.com/chrome/answer/6098869 for SSL.

Tested this issue on Windows-10, Ubuntu 14.04 and Mac OS 10.11.6 using chrome latest Dev M54-54.0.2840.0 by following steps mentioned below.

1. Navigated to https://cacert.org/
2. Clicked on Advance link
3. Observed "Learn More" link at the end of the detail
 
felt@ - Could you please confirm is this is the expected behavior of the issue? If no, Please provide manual repro steps to verify this issue from Chrome-TE end.
