Chrome Remote Desktop suddenly closed, then prompted for "new permissions", now doesn't run |

Issue descriptionVersion: 54.0.2824.0 OS: ChromeOS What steps will reproduce the problem? Not sure exactly, but I had just cranked up a very old Chrome profile on Linux, so I'd guess than updating Chrome Remote Desktop in that profile triggered some broken Sync exchange. What is the expected output? Expect that Chrome Remote Desktop just works as usual, since it hasn't required new permissions in over a year. Expect that if it does require new permissions then it continues to run until I close it or log out, and then prompts to be re-enabled next time I use it. Expect that if I fail to click to re-enable it when prompted, that next time I try to run it I get re-prompted. What do you see instead? While using CRD it closed unexpectedly. The permissions prompt was then displayed. I took a screenshot because this was unexpected, and then tried launching CRD again - nothing happened. It turns out that this is because the permission window is still showing, hidden behind other windows, and with no tray icon, though.

I'm actually getting prompted to re-approve permissions for Chrome Remote Desktop every time I sign-out and back in to ChromeOS, as though the permission is no longer being persisted, or is being repeatedly overwritten by Sync. CC'ing zea@ in case he has any clue as to why that might be.
