In Beta windows increase SSL_OBSOLETE_CIPHER error count

Windows 53.0.2785.70 (Beta)  SSL_OBSOLETE_CIPHER error has increased to 0.03%.

Will take a look. It's possible this is just expected due to the DHE deprecation (we'd be going from zero to non-zero). Or perhaps some site decided to deploy only DHE ciphers which would be unfortunate...

Looks like this has gone back down, after the spike.  Decrease corresponded with the release of 53.0.2785.70, but could well be a coincidence - the spike did not correspond with the release of the previous version.
