Event dispatching broken on Canary on Mac; affects codereview, Hangouts, etc.

Issue description

Version: 54.0.2832.0 (Official Build) canary (64-bit)
OS: Mac OS X 10.11.6

What steps will reproduce the problem?
(1) Use Chrome for Hangouts chats in Gmail, codereview.chromium.org, etc.
(2) Scroll, etc.
(3) Attempt to click and interact with web pages.

What is the expected output?

Expect the browser to work reliably.


What do you see instead?

After some period of time, interaction with the web page breaks -- you can't click links any more. I've seen apparent renderer process hangs too.

The renderer process that's unresponsive in this case is ID 70019.

Are Chromium snapshots similarly busted? If so, you can use tools/bisect-builds.py to track this down.
wfh@ has reverted the gmail hanging & unable to click Youtube related CL already and we triggered a new build 52.0.2832.2

I see the same issue but with gmail search and opening.  I notice that it doesn't hang when I open up the to a blank page put it into developer tools <ctrl> <shift> i then go to the page that was hanging.  See if that works for you.  I can look further if it does.
