Open tabs are not displayed again after the device is hidden and restored.

Issue description

ENVIRONMENT and STATS
Chrome version (Android): 54.0.2832.0 Dev

REPRO STEPS:
1. Sign in to Chrome on an Android device and a desktop.
2. On desktop Chrome, open few websites in different tabs.
3. On Android device go to "Recent tabs" and observe that the desktop device is listed and all the open tabs are listed.
4. Long press on the device name and touch on "Hide for now" and refresh the page so that the device is removed from the list.
5. On desktop open a new tab and open a different website other than the ones used in step 2 and wait for few seconds.
6. On Android go to recent tabs

ACTUAL RESULTS
Only the device name is displayed. (see the attached screenshot)

EXPECTED RESULTS
Device name and also all the tabs opened on desktop should be listed.

Working fine in 53.0.2785.70 Beta
