Notification center icon becomes misaligned on lock screen and also after login

What steps will reproduce the problem?
(1) Search + L to switch to lock screen

What do you see instead?
Notification center icon becomes misaligned.
Login to the user account. The icon is still misaligned

I believe this has already been fixed by Issue 633399. Let me investigate.

CL for  issue 637882  probably fixes this. It is merged to M53 but not with .70. 53.0.2785.72 or later would have the fix.
