[Autotest] Fetch tests from build fails for Brillo

The Autotest web UI produces the message 'Failed to update tests for given build.' when the 'Fetch tests from build' box is checked on the Create Job form. The build specified in the 'Image URL' field is valid and contains a autotest server package artifact.

This makes in impossible to run tests from the Brillo repository without including them in a test suite.

I'm guessing this is related to bug 628694, at least to the extent
that it could be that the fix to that bug will fix this bug, too.
