Deprecate ID mangling in tracing after IDs have explicit scopes

Issue description

After the introduction of TRACE_ID_LOCAL and TRACE_ID_GLOBAL and related changes in trace importers, we shouldn't need ID mangling which was a kind of hack to make IDs process-local.
