Icon missing from notification center button in multi-monitor

Issue description

Chrome Version: 54.0.2824.5 dev
OS Version: Chrome 8688.3.0

What steps will reproduce the problem?
1. Attach external monitor to Samus
2. Look at notification center on built-in monitor

What is the expected result?
Notification bell icon is there

What happens instead of that?
No icon is shown on the button

Maybe a result of recent notification center changes?

Yes, I would also wager that this is a regression due to the recent notification center changes. yoshiki@, can you please take a look?

I think, it's not a multi monitor issue alone. Look at my icon.

The issue described in c#4 has already been fixed:  Issue 637882 .
Status: Unconfirmed (was: Started)
I can't repro it. Is there any special instructions than connecting an external monitor?
