Regression in Windows system health memory

Issue description

The bisects on Mac keep pointing to """ Allow Core Animation compositor to use some scaled filter effects." This is clearly not relevant to Windows for 2 reasons:

1. This logic is never used on Windows.
2. When the CL in question was reverted, there was no change in the Windows metric.

Seems like a dashboard/bisect bug?
Note that this is on an FYI bot, which we don't monitor. Also, it's less than a 3 KiB change.

Wow, Erik, I'm really sorry about all the confusion on  bug 633200 . Since this was an FYI bot, it doesn't work well with our infra. I'm fixing up the alerting configs now.
