Enter key no longer picks selected user profile

Issue description

Chrome Version       : 54.0.2816.0
OS Version: Linux

What steps will reproduce the problem?
1. Press Ctrl + Shift + M
2. Use the keyboard arrows to select the "Switch person" option
3. On the new window which opens, select one of the user profiles by using the arrow keys, and press enter to open it. Nothing happens.

What is the expected result?
After pressing enter, the previous behavior would open a new window in the selected browser profile. Now, pressing Enter does not do anything, and I'm forced to use the mouse to click on the profile I want to use. Before I didn't need to use the mouse to start a new profile.

What happens instead of that?
Nothing happens. I need to click on the profile avatar with the mouse pointer.
