Marking this bug as unimportant for the initial dev release because developers will likely be running with the latest Android OS

 Issue 638927  has been merged into this issue.

This is not unimportant, this is breaking a test on a public builder and creating noise for sheriffs. Please disable the test (in general, or on JB devices specifically) if you aren't planning to fix the issue immediately.

Disable DexLoaderTest.testLoadFromRemoteDataDir on Jellybean

Loading the WebAPK runtime dex from the host browser's assets is broken on
Android Jellybean. Disable the test till the bug is fixed

Note: IIUC, if we end up disabling JB for the initial release that has to be a code change. AFAIK you can't target specific OS versions with Finch.
