Marking this bug as unimportant for the initial dev release because developers will likely be running with the latest Android OS

This is not unimportant, this is breaking a test on a public builder and creating noise for sheriffs. Please disable the test (in general, or on JB devices specifically) if you aren't planning to fix the issue immediately.

torne: I have already posted a CL to disable the test at https://codereview.chromium.org/2252723007/ Sorry for the misunderstanding. I meant that landing a CL with the "proper fix" is unimportant for this milestone

Note: IIUC, if we end up disabling JB for the initial release that has to be a code change. AFAIK you can't target specific OS versions with Finch.

Peter, should I mark this as not-blocking release? IIUC this is just tracking the test now.
