Add more ContentSuggestionsService tests

There are no tests for |GetCategoryInfo(category)| and for the case when category status changes.

Add ContentSuggestionsService tests.

This CL adds more tests for the ContentSuggestionsService, namely:
- for |GetCategoryInfo(category)|;
- for a case when category status changes;
