Issue descriptionChrome Version:54.0.2832.0(Official Build)(64-bit) Revision 6c7eba987dc174e1522212efec1676619aa26a5a-refs/heads/master@{#412743} 32/64 Bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) Steps: 1. Launch chrome and navigate to chrome://help/ 2. Zoom out the web page and observe the separator line on the web page. Actual: Separator line is not seen for some zoom levels. Expected: Separator line is should be seen for all zoom levels. This is a non-regression issue seen from M-30.
