On holding and dragging a tab, focus does not shift on the tab.

Issue description

Version: 54.0.2832.0 (Official Build) (64-bit) Revision 6c7eba987dc174e1522212efec1676619aa26a5a-refs/heads/master@{#412743} (64-bit)
OS: Mac (10.10.5, 10.11.5)

What steps will reproduce the problem?
1) Launch chrome, open 2 new tabs and click on the third tab.
2) Now hold and drag the middle tab left/right and observe.

On dragging the middle tab left/right, focus still remains on the third tab.

On dragging the middle tab left/right, focus should be on middle tab.

This is a Non-Regression issue seen from M-30 series 

Note: Issue is not seen on Windows and Linux OS.

Able to reproduce the issue on Windows and Linux, so changing the status to Untriaged so that the issue would get addressed.

On Windows, clicking and holding the middle tab immediately changes the active view. This seems like the appropriate behavior on Mac as well, but I don't know when anyone will get around to fixing this. 

tapted: Do we have a bucket of bugs that we're hoping we can ignore because they will go away with MacViews browser? [Assigning to get your attention and to add to/make this new category, not because I expect you to fix this now.]

Obviously, tab must become active before dragging. But on Mac OS it's become active only after releasing right button (so after dragging).
I think smth must be done as for example multiple tab dragging (with shift) doesnt work on Mac Os as well.

Rechecked the above issue on Mac (10.13.1, 10.13.6, 10.14.2) OS using latest Canary build #72.0.3609.3 and the issue not reproducible.On dragging the middle tab left/right, focus is on middle tab.
