Scale transformation makes SVG text inside group disappear if the scale factor is < 0.5

Issue description

Chrome Version       : 52.0.2743.116 (Official Build) m (32-bit)
URLs (if applicable) : http://dojo.telerik.com/@tsvetomir/eJApu/8
Other browsers tested:
    Firefox: PASS
         IE: PASS

What steps will reproduce the problem?
(1) Set the scale factor to 0.4 or less

What is the expected result?
The text should be visible after the follow-up scaling to 1x

What happens instead?
The text disappears. Our guess is that it's position is not re-calculated correctly.

Able to repro this issue on Windows 7, MAC (10.11.6) & Ubuntu Trusty (14.04) for the Google Chrome Stable Version - 52.0.2743.116

This is a regression issue broken in M52, below mentioned is the bisect info:

I can't reproduce either, but then I'm looking at m54 beta.

rnimmagadda@, could you please try to repro in m53 and m54, and if fixed in those versions maybe bisect to find what fixed it?

FWIW, I've tried both a "forward" and a "reverse" bisect, but to no avail (because both end-points are good.)

Able to repro this issue only on Windows (Tested on 7) for Google Chrome Stable Version - 53.0.2785.113 

Screen-recording is attached.

Anyhow, this issue is not reproduced on Chrome Canary Version - 55.0.2859.0

The above issue is not reproducible on Latest Stable, Beta & Dev builds : 53.0.2785.116, 54.0.2840.27 & 55.0.2859.0.

@tsvetomir.tsonev : Hey, would you mind checking the above issue on latest Stable version and let us know if the issue still persists ?

Attach is the screen-cast for the same. Removing the bisect label for now.
