Next tab is getting highlighted in chrome://predictors using up/down arrow keys.

Issue description

Chrome Version:54.0.2832.0 (Official Build) (64-bit)Revision 6c7eba987dc174e1522212efec1676619aa26a5a-refs/heads/master@{#412743} 32/64 Bit.
OS: Mac (10.10.5)(10.11.5), Windows (7,8,8.1,10), Linux(14.04 LTS)

Steps:
1. Launch chrome and navigate to chrome://predictors/
2. Press tab and then press up/down key, observe.

Actual: Next tab is getting highlighted on pressing the up/down arrow keys.

Expected: On pressing the up/down arrow keys, the scroll bar should move vertically in the screen.

This is a Non- Regression issue as the same behavior is seen from M-30.

Able to reproduce the issue on Windows, Mac and Linux, so changing the status to Untriaged so that the issue would get addressed.
