OS: Mac (10.10.5)(10.11.5), Windows (7,8,8.1,10), Linux(14.04 LTS)

Steps:
1. Launch chrome and navigate to chrome://md-settings.
2. Hit Ctrl+Shift+I and toggle to device mode.
3. Click on menu button and then click 'Advanced', observe the blue highlight.

Actual: Blue highlight is seen on all the options in menu.

Expected:Blue highlight should only be seen on 'Advanced'

This is a regression issue broken in M-54
