Forward navigation button is seen disabled on chrome://bookmarks page even when page exists.

Chrome Version : 54.0.2832.0 (Official Build) 6c7eba987dc174e1522212efec1676619aa26a5a-refs/heads/master@{#412743} (64-bit)
OS: Mac (10.10.5, 10.11.5), Windows (7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open NTP and go to chrome://bookmarks.
2. Now in the same tab open any page(ex. chrome://history) and click on back navigation arrow to go to NTP page.
3. Now click on forward navigation arrow button and observe.

Actual : After step 2, forward navigation button is seen disabled even when page exists.
Expected : Forward navigation button should be seen enabled.

This is a non-regression issue seen from M-30 (build 30.0.1549.0)

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux, so changing the status to Untriaged so that the issue would get addressed.
