Feature request: add page down/up to history scrolling

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2831.0 Safari/537.36

Steps to reproduce the problem:
1. chrome://history/
2. scroll fastly with page up/down
3. 

What is the expected behavior?

Chrome version: 54.0.2831.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

The use-case is for example, when you want to scroll on a part of history several days ago.
Now that history isn't paginated anymore, it needs another way to move fast in it
Components: -UI -Blink>Scroll UI>Browser>History
This isn't a Blink>Scroll issue, the content isn't detecting that possibly it should load more older issues. Setting appropriate UI component.

Thanks for taking the time to file a bug.

It is possible to scroll using page up/down in the history list if you focus it with the mouse or keyboard first. This isn't ideal, so we should still see if its possible to fix this.
