The use-case is for example, when you want to scroll on a part of history several days ago. Now that history isn't paginated anymore, it needs another way to move fast in it

This isn't a Blink>Scroll issue, the content isn't detecting that possibly it should load more older issues. Setting appropriate UI component.

Thanks for taking the time to file a bug. It is possible to scroll using page up/down in the history list if you focus it with the mouse or keyboard first. This isn't ideal, so we should still see if its possible to fix this.
