Issue description

OS: Chrome OS

What steps will reproduce the problem?
(1) opengl WebGL2.0.0 on chrome book.
(2) run all/conformance/textures/image_bitmap_from_canvas/*.html

What is the expected output?
cases run normally, and pass

What do you see instead?
crash

Which Chromebook are you testing with? Could you provide about:gpu?

Hi, all,
The case does not only happen on chromium os, and also happens when I use gdb to debug this case on my ubuntu desktop, It seems that If the code path enters "copyToTexture", crash will be happen.  
My chromebook is Acer Chromebook 15 (C910), and gpu info is as below,
