Issue descriptionVersion: 54.0.2832 (earlier versions as well) OS: Linux, Mac, Android What steps will reproduce the problem? (0) On Linux, install 'Noto Color Emoji'. On Android, Chrome OS and Mac, color emoji fonts are available out of box. (1) Go to http://unicode.org/emoji/charts/full-emoji-list.html (2) Scroll down to entry 1455 (Use FiP to look for '1455' or 'FE0F') (3) What is the expected output? Sequences (e.g. <U+0023, U+FE0F, U+20E3> ) are rendered with a single glyph as in 'Apple' or 'Google' column What do you see instead? On Mac/Android, base characters (e.g. '1', '2', '#') and keycap (U+20E3) are shown separately instead of a single glyph (e.g. keycapped digits) On Linux/Chrome OS, base characters are rendered blank (nothing is shown except that U+20E3 (keycap) is shown as if there's a glyph for a base character).
