Sheriff-O-Matic: Failures that are ocurring for the first time on ongoing builds are being reported as reliable

Problem with Sheriff-o-Matic:

I've been sheriffing chromium for the last two days and I've seen that when a failure occurs for the first time during a build (before the build is complete) it gets reported as a reliable failure.

After the build ends, it gets reported as a failure that only has happened once.

This is not a huge deal, but it's a bit confusing.

I filed the bug by clicking the "FILE A BUG" button in S-o-M.
It looks like it's still using pre-monorail labels.
