Regression : In md-settings, hand pointer is seen on mouse hover on ‘Other’ input field.

Chrome Version : 54.0.2831.0 (Official Build) 4bb92a6392a2f8bdc5c6c1319690800748870f1c-refs/heads/master@{#412405} (64-bit)
OS: Mac (10.10.5)(10.11.5), Windows (7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings.
2. Check the ’Show home button’ checkbox and mouse hover on ‘Other’ input field, observe.

Actual : Hand pointer is seen on mouse hover on ‘Other’ input field.
Expected : Instead, I-beam pointer should be seen on mouse hover on ‘Other’ input field.

This is a regression issue broken in M-54, below is the Manual Regression and will soon update other info.
Good build: 54.0.2830.0
