What steps will reproduce the problem?
1) Launch chrome and navigate to chrome://md-settings/
2) Now scroll down the page till 'On startup' radio buttons are seen
3) Now press 'Tab' key from keyboard and observe the focus on 'Radio' buttons

Actual : Overlapping of focus on 'Radio' button is seen 
Expected : Focus on 'Radio' button should be seen properly

This is a non-regression issue, seen from M-47 series as 'chrome://md-settings/' page appears from build # 47.0.2511.3
