Precondition: Enable Media Router flag from chrome://flags.

What steps will reproduce the problem?
1) Launch chrome, go to NTP, right click and select Cast.
2) Resize action box such that Cast icon is inside Chrome menu.
3) Click on wrench menu, right click on Cast icon (Cast icon appears in omnibox)
4) Try to resize the action box and observe.

Unable to drag cast icon to wrench menu by resizing.

Should be able to drag cast icon to wrench menu by resizing.

This is a Non-Regression issue seen from M-54 series (Chrome version: 54.0.2831.0)

Note: 1) Issue is not seen on Windows OS.
      2) Cast icon is not seen in previous builds.
