Regression:[Devtools]Shadow effect in background of 'Disconnect inspect target' overlay is missing.

Chrome Version: 54.0.2831.0 Revision 4bb92a6392a2f8bdc5c6c1319690800748870f1c-refs/heads/master@{#412405} 
OS: Windows(7,8,10),Linux(14.04 LTS), Mac (10.10.4, 10.11.5)

What steps will reproduce the problem?
(1) Launch chrome,open NTP and then open dev tools.
(2) Kill NTP and observe the 'Disconnect inspect target' overlay.

Actual: Shadow effect in background of 'Disconnect inspect target' overlay is missing.

Expected: 'Disconnect inspect target' overlay should seen properly.

This is a regression issue, broken in 'M-54', will soon update bisect info:

Good Build: 54.0.2829.0
Bad Build: 54.0.2830.0
