Regression: Double rippling effect is seen on 'Cast' extension icon.

OS: Windows(7,8,10), Mac(10.10.5,10.11.4). Linux(14.04 LTS)

Pre-condition: Enable Media Router flag.

What steps will reproduce the problem?
1. Launch chrome and click on wrench,select 'Cast' option.
2. Observe the rippling effect of 'Cast' extension icon at browser action container.

Actual:Double rippling effect is seen on 'Cast' extension icon
Expected: Single rippling effect should be seen on 'Cast' extension icon

This is regression issue, broken in 'M54' and will soon update the bisect info:

Correction in Pre-condition:
1.Enable Media Router flag.
2.Select 'Always show icon' from context menu of extension iconat browser action container.(please refer video)
