Chrome Version: 54.0.2831.0 (Official Build) 4bb92a6392a2f8bdc5c6c1319690800748870f1c-refs/heads/master@{#412405}-32/64 bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and navigate to chrome://history
2. Click on 'Synced tabs' and sign in to Chrome with valid credential.
3. Now click on any link and observe the tab strip.

Actual: Opening of link is not smooth i.e unnecessary movement of tab is seen on opening link.

Expected: Opening of link should be smooth i.e unnecessary movement of tab should not seen on opening link.

This is a regression issue broken in M-54, below is bisect info.

Good build: 54.0.2811.0
Bad build: 54.0.2813.0
