Chrome non-functional

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/46.0.2486.0 Safari/537.36 Edge/13.10586

Steps to reproduce the problem:
1. try to open chrome
2. 
3. 

What is the expected behavior?
Normal

What went wrong?
Non responsive, can't open any pages, or chrome settings/ etc.

Crashed report ID: no

How much crashed? Just one tab

Is it a problem with a plugin? N/A 

Did this work before? Yes Yesterday

Chrome version: 46.0.2486.0  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

I'm using windows 10

Thanks for the report,

Not able to reproduce the issue on Win10 using Chrome Stable 52.0.2743.116, Beta 53.0.2785.70, Dev 54.0.2824.0 and Canary #54.0.2831.0

Could you please check with the latest version of chrome and also can you please try with a new user profile and let us know if the issue still persists.
I have tried uninstalling/reinstalling, and get the same result. New user
profile as in new Windows user account?

Tested the issue on Latest Stable# 53.0.2785.143 and Latest Canary# 55.0.2882.0 and could not reproduce the Crash.
@brookelfnichols -- Could you please navigate to chrome://crashes and provide us the latest Crash Id, which would help us to triage the issue.
