Intermittent functionality of USB 3.o Ethernet adapter.

Issue description

Chrome Version: 52.0.2743.116
Chrome OS Version: 8350.68.0
Chrome OS Platform: Pixel 2015 LS SAMUS E25-H7R-W5L
Network info: Wifi disabled; Tek Republic TUN-300; occurs on all networks / routers

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Plug in USB 3.0 Ethernet adapter
(2)Connect to LAN
(3)Check network status

Expected Result:

Connect TO LAN

Actual Result:

No network or adapter detected. 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Sometimes

What is the impact to the user, and is there a workaround? If so, what is
it?
Inconvenience. Work around is to disconnect and reconnect the adapter. 

Please provide any additional information below. Attach a screen shot or
log if possible.

Error 110 is ETIMEDOUT. Errors during enumeration like this usually indicate a problem with the device, possibly a bad cable or connection. Can you verify that this device works reliably in another machine and that other USB devices work reliably in this USB port?
