OS config change post cheets deprecation

Issue description

Now that the cheets variant of ChromeOS builds are in the process of being deprecated, please change the OS type of the following two machines in the 'crosperf' pool to non-cheets:

chromeos2-row6-rack2-host15(elm): 
    cros-version:elm-cheets-release => elm-release
chromeos2-row6-rack2-host3(veyron_minnie): 
    cros-version:veyron_minnie-cheets-release => veyron_minnie-release

The OS type comes from the board label. These 2 hosts still have suffix '-cheets'. Changed the labels, like 'board:elm-cheets' to 'board:elm'.

$ ./cli/atest label remove -m chromeos2-row6-rack2-host15 'board:elm-cheets'
Removed from label 'board:elm-cheets' host: 
        chromeos2-row6-rack2-host15
$ ./cli/atest label add -m chromeos2-row6-rack2-host15 'board:elm'
Added to label 'board:elm' host: 
        chromeos2-row6-rack2-host15
$ ./cli/atest label remove -m chromeos2-row6-rack2-host3 'board:veyron_minnie-cheets'
Removed from label 'board:veyron_minnie-cheets' host: 
        chromeos2-row6-rack2-host3
$ ./cli/atest label add -m chromeos2-row6-rack2-host3 'board:veyron_minnie'
Added to label 'board:veyron_minnie' host:
