This is a feature enhancement request from Translate team.
We would like to monitor the latency caused by the TranslateElement script loading and the total latency from user request translation till the end of the translation of the page in google SRE infrastructure. So we need Chrome to pass the TranslateElement script fetch start and end time in JS ms to Translate Element. See design doc at go/chrome_translate_e2e_latency
