power-model: Add perf events recorder

The recorder periodically samples perf counters and records
the counts in a CSV file.

Add experimental public repository

This adds a repo where we can stash useful code that isn't ready for
production.  For example we've had interns work on some useful power
modeling code and there could be many other use cases.
