Extreme long load times after short use

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2829.0 Safari/537.36

Example URL:
reddit.com/r/all

Steps to reproduce the problem:
0. Use chrome for some time (more than 5 minutes)
1. go to any page
2. press F5
3. wait 30 seconds to load the page

What is the expected behavior?
load the page in 4 seconds

What went wrong?
Web pages are taking ages to load after using Chrome for some time, the 3 .json files are timelines from reddit.com/r/all: 1st one TimelineRawData-20160817T211832 is from chrome running for about 2 hours, 2nd TimelineRawData-20160817T211929 after force quit (CTRL+ALT+Q) and launching again and the 3rd TimelineRawData-20160817T212602 one is after running for about 8 minutes.

Does this work in other browsers? Yes 

Chrome version: 54.0.2829.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

This issue is present for about a week. 

MS Edge doesn't suffer from this.

Also upon further testing something strange happened:
After disabling almost all plugins (except RES) and restarting everything worked fine, but after turning the plugins (not restarting) it still was well after restart it started to happen again.

Interesting. Your slow timeline shows a several second gap of no activity between resource load and parse HTML starting where chrome is completely idle. The fact that this only happens when plugins are enabled suggests that some plugin is blocking the parsing.

Could you binary-search over your plugins to see if you could identify which one is causing the problem?

I bet this is  issue 637640  which showed the exact same parsing behavior. This should have been fixed in 54.0.2833.0. Can you try reproing with the most recent dev or canary release? If it repros we can reopen, but I'm marking it a dupe for now.
