16.4% regression in media.android.tough_video_cases cpu_utilization at 411980:412026

Issue description

Bounced up but has since recovered. Filing bug/bisect just out of curiosity. Range has some overlap with inverse graphs  (temporarily down, then jumped back up) for time-to-play metric ( Issue 638681 )

Good revision doesn't have the expected lower mean (should be ~5.25 good vs 6.25 bad). I'm re-doing bisect with bigger range.

Giving up - bisects aren't reproducing results from the graph. The graph had already recovered at the time I ran the bisects, so whatever the issue was seems to be resolved...
