Translate should be consistent about whether or not it's translating the subframes

Issue description

In the language detection code, we explicitly collect text from all frames, which means that you could get a language bar prompt if one of your subframes is written in a different language.

However, in TranslateHelper::Translate, we only inject the translation script into the main frame, which makes the language bar appear ineffective.

We should decide what we're going to do:

1) Not collect text from subframes for language detection

2) Attempt to inject script into all subframes.
