Translate should be consistent about whether or not it's translating the subframes |

Issue descriptionIn the language detection code, we explicitly collect text from all frames, which means that you could get a language bar prompt if one of your subframes is written in a different language. However, in TranslateHelper::Translate, we only inject the translation script into the main frame, which makes the language bar appear ineffective. We should decide what we're going to do: 1) Not collect text from subframes for language detection 2) Attempt to inject script into all subframes.
