Unified Desktop ignores system monitor priority / location (HDMI as only primary)

Issue description

Chrome Version       : 53.0.2785.55
OS Version: 8530.49.0

What steps will reproduce the problem?
1. Chromebox CN60 with Display Port & HDMI out + 2 Monitors
2. DP out to left monitor, HDMI to right (tested using HDMI > DVI)
3. Before enabling display spanning set the left monitor as Primary and move it to the left in the display properties.
4. Enable Spanning


What is the expected result?

Spanning would enable and honour the monitor setup. I have my DP monitor on the left and HDMI on the right and without spanning it is setup like this.


What happens instead of that?

Switches the monitors, makes the right (HDMI) monitor primary and then spans by wrapping around to the left monitor. No way to change this.

Thanks for your feedback, afakhry, could you have a look? It seems like just keeping the order would solve this problem.

This is currently WAI. We recently added extension APIs to allow laying out the displays in matrix in unified desktop mode. Use chrome.system.display.setDisplayLayout() to adjust the layout however desired. https://developer.chrome.com/apps/system_display#method-setDisplayLayout

This is currently enabled only for kiosk apps. I'm not aware of any plans to bring this to the UI. +ovanieva@
