User-Agent override by an inspector attached to a controlled page doesn't work for ServiceWorker proxied requests

It's rejected on fetch() call due to "request" or "request-no-cors" guard.

LayoutTests/http/tests/inspector/service-workers/user-agent-override.html should be improved to test this.
