Regression: Overlapping is seen on shelf on using task switcher shortcut.

What steps will reproduce the problem?
(1) Sign in to user >> Open 4-5 windows >> Hit ALT+TAB[task switcher] >> Now again hit TAB to switch to another opened window and observe.

Expected: No overlapping should be seen on shelf.
Actual: Instead task switcher overlaps with shelf.

This is a regression issue as it is not seen in 54.0.2826.0/8710.0.0 (Official Build) dev-channel peppy,daisy.

Able to reproduce the issue on Chrome OS Version: 54.0.2830.0/8713.0.0 dev channel parrot device. Before switching tabs we have to place the shelf position to left or right to repro this issue.

The Alt+Tab view is stretching across the whole screen and is stacked over the [vertical] shelf, so this seems WAI.
