Second inline-block don't move to next column

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Create multi-columns wrapper.
2. Append to wrapper two blocks with styles:
    display:inline-block;
    width:100%;
    -webkit-column-break-inside: avoid;
    page-break-inside: avoid;
    break-inside: avoid;
3. 

What is the expected behavior?
Second block should move to second column.

What went wrong?
Second block remain in first column.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Chrome 51 and below

Does this work in other browsers? No Google Chrome 52+

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 22.0 r0

I need to use `display:inline-block;width:100%;` in order to avoid old problems with box-shadows and margins, that appear in multi-columns. I hope this is a known issue.

In Chromium 54.0.2832.0 (64-bit) the problem is also appears.

Also, the second element is not a block, it's an inline.

The «old problem» described in issues #133029,  #420350 ,  #440362 . So, these are known problems.

This is expected behavior.

Try setting orphans and widows to 1 on the multicol container. Their initial values are 2, which means that we'll try to prevent lone lines in any column, unless you override that.

Orphans and widows are working. But is this correct behavior? These properties should working only for printing or print preview, isn't it?

orphans and widows should be honored in any kind of fragmentation context.
