Regression: Unnecessary shifting of history page is seen after middle clicking.

Version:54.0.2831.0 (Official Build) 4bb92a6392a2f8bdc5c6c1319690800748870f1c-refs/heads/master@{#412405} 32/64-bit.
OS:Windows (7,8,10)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history/
2. Middle mouse click on the page and then move the mouse towards right/left side of the page (i.e grey background page)
3. Observe.

Actual: Unnecessary shifting of history page is seen.
Expected: Page should not shift.

This is regression issue, broken in 'M 54' and will soon update the bisect info.

Note: Issue is not reproducible on Mac and Linux OS.

With response to comment #3:

Merged issue id:637199 seems to be fixed on Latest Canary version:54.0.2836.0, whereas Above issue is still reproducible on Latest Canary version:54.0.2836.0.

Please refer the attached video for the same.

FYI, This issue holds only to Windows OS. But Duplicated  issue 639733  is seen in all OS[Mac,Windows and Linux]

[MD History] Prevent horizontal scrolling of history views.

This CL fixes an issue where the overlay scrollbar would allow Chrome to
scroll to the right to show the space covered by the vertical scrollbar.
This has been fixed by reverting to overflow:auto.
