Regression: Unnecessary shifting of history page is seen after middle clicking.

Issue descriptionVersion:54.0.2831.0 (Official Build) 4bb92a6392a2f8bdc5c6c1319690800748870f1c-refs/heads/master@{#412405} 32/64-bit. OS:Windows (7,8,10) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://history/ 2. Middle mouse click on the page and then move the mouse towards right/left side of the page (i.e grey background page) 3. Observe. Actual: Unnecessary shifting of history page is seen. Expected: Page should not shift. This is regression issue, broken in 'M 54' and will soon update the bisect info. Note: Issue is not reproducible on Mac and Linux OS.

With response to comment #3: Merged issue id:637199 seems to be fixed on Latest Canary version:54.0.2836.0, whereas Above issue is still reproducible on Latest Canary version:54.0.2836.0. Please refer the attached video for the same. @calamity- Please take a look.

FYI, This issue holds only to Windows OS. But Duplicated issue 639733 is seen in all OS[Mac,Windows and Linux]
