What steps will reproduce the problem?
(1)Launch chrome and hit ctrl+H for chrome history >> Now midclick/right click and select open link in new tab on "Tabs from other devices" and observe content of opened tab
Expected: Synced tabs content should be seen on opening "Tabs from other devices".
Actual: Instead content of Chrome History is seen and URL of synced tabs is seen
This is a regression issue broken in M54.
Good Build: 54.0.2826.0 dev
Bad Build: 54.0.2827.0 dev.
