input[type=file] with `accept=image/*` popups up a file dialog very late when clicked

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. <input type=file accept="image/*">
2. click on the input

What is the expected behavior?
A file dialog popups up immediately.

What went wrong?
The file dialog popups up after about 10s. If I remove the `accept` attribute or change it into something like `.png,.jpg,.gif` (without asterisks), it works as expected.

Did this work before? Yes it works on Chrome 51 and earlier versions

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 7
Flash Version: Shockwave Flash 22.0 r0

Notably, this happens only on Chrome 52, Windows. Tested on MacOS and earlier versions of Chrome on Windows, works as expected.

BTW, this happens not only on Windows, the video is recorded on MacBook Pro, with Chrome 52.

Unable to repro this issue on Windows 7 for Google Chrome Stable Version - 53.0.2785.113

Screen-recording is attached.

@liuxc07: Could you please perform the steps mentioned beneath and let us know your observations.

1. Update your Google Chrome to Latest Stable Version - 53.0.2785.113
2. Please wait until the page is completely loaded.
3. Re-test the same on a clean profile [chrome://settings -> Add Person -> Do Not Login]
