Regression: [MD Settings] Unnecessary 'Add credit card' overlay closes on pressing 'Esc' key.

Issue description

Chrome Version: 54.0.2831.0 (Official Build) 4bb92a6392a2f8bdc5c6c1319690800748870f1c-refs/heads/master@{#412405} 32/64-bit.
OS: Mac (10.10.5, 10.11.5), Windows (7,8,10), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to 'chrome://md-settings/autofill' page.
2. Click on 'Add credit card' button to open 'Add credit card' overlay.
3. Click to open year drop down list under 'Expiration date' section.
4. Now, press 'Esc' key from keyboard and observe.

On pressing the 'Esc' key, unnecessary 'Add credit card' overlay gets closed.
On pressing the 'Esc' key, only year drop down list should get closed.

This is a regression issue, broken in M-54 series, will soon update other info.

Good build: 54.0.2810.0 
Bad build: 54.0.2811.0
