Re-enable WebGL 2.0 conformance tests on Mac Minis

Project Member Reported by kbr@chromium.org, Aug 17 2016

Issue description

In Issue 637081 it was necessary to disable the WebGL 2.0 conformance tests on the Mac Minis because they were over capacity, breaking Chromium's commit queue (mac_chromium_rel_ng, specifically).

dba@ just deployed 40 more Mac Minis, which roughly doubles the capacity, and 40 more are coming online. The current 83 Mac Minis should be enough to allow this test suite to be re-enabled.

Re-enable WebGL 2.0 tests on Mac Minis.

This is an important configuration to test, and with new capacity
added to the Swarming pool, it should be possible to run them again.
