On ToT i was able to fall into a spot where securityOrigin is "://". See attachment.

I'd hit this on both airhorner.com and m.flipkart.com after reloading and such.

I think it may have to do with target selection. Pretty sure I saw the <title> of the devtools window referencing the service-worker script, though I did verify the context switcher was on the page, and Elements was rendering just fine.
