Regression: [MD Download] Unable to change the writing direction of close (X) button for Search box.

Issue description

Chrome Version: 53.0.2785.70 (Official Build) 96e2feaa628dc2acd70404bf970fbdf18ec1bc2b-refs/branch-heads/2785@{#635} 32/64-bit.
OS:  Mac (10.10.5, 10.11.5), Windows (7,8,10), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://downloads page and click on search icon.
2. Type any alphabet in search box (For Ex: 'a') and rt. click on it to open context menu.
3. Hover the mouse pointer on 'Writing Direction' option and select 'Right to Left' option.
4. Now observe the close (X) button.

Writing direction of close (X) button doesn't change.
Writing direction of close button should get changed.

This is a regression issue,broken in M-47 series,below is bisect info.

Good build: 47.0.2494.0
Bad build: 47.0.2495.0

With response to comment #2: Yes, this issue is still reproducible with new search UI.

Re-tested the issue on canary 56.0.2891.0 (Official Build), We unable to change the writing direction of close (X) button.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
