arc: Better error messages on ARC boot failure

When ARC container fails to boot (for example, due to low disk space for example), the failure is not properly reported to the user for now.

Possible improvements are:

1. Show an error message immediately on ARC container boot failure.
2. Show an error message when the user attempts to launch ARC apps.

Re: (2), currently we show loading indicator forever when the user attempts to launch ARC apps while ARC container fails to boot.
