Mobile settings UI doesn't listen for changes to preferences that get synced down

Issue description

Version: M54+
OS: Android/iOS

What steps will reproduce the problem?
(1) Navigate to the Settings page (make sure signed-in and syncing)
(2) Change a preference on another syncing device (e.g. the checkbox for Autofill)
(3) Observe the settings UI

What is the expected output?
The mobile settings UI should be listening for updates and refresh automatically

What do you see instead?
In order to see the changed preference reflected in the UI, you need to back out of settings and go back in.

Sergio, is this WAI for settings?  I think this bug is basically asking to implement instantaneous syncing of pref changes, which I don't think we're planning to support.

Well, Chrome sync handles instantaneously syncing the actual pref value change between devices. We just need the settings UI to be responsive to those changes in values (that's this feature request).

Is there any reason we wouldn't want it to automatically update?

I'm helping with settings while Louis is out, but probably Mark or Rohit can probably help us with a better answer.

I believe that we are observing some Pref values, so I think this is something we are doing at least up to certain extent. If not it can be something to consider for the new architecture.
